Foley, Louise, comp. Early Virginia Families Along the James River Their Deep Roots & Tangled Branches James City County - Surry County, Virginia, Baltimore, MD: Genealogical Publishing Co., Inc., nd

Englishmen had long wished for a colony in the New World, and the earlier unsuccessful attempts had not discouraged their dreams of eventual success.  After a peace treaty had been signed with Spain (1604-1605) it was decided that this was the opportune time to actively promote the long-awaited settlement in Virginia. Experience had shown them, however, that planting a colony "could never be duly effected by private means." [Brown, Alexander. The First Republic in America, 1969, p. 12] To this end a group of prominent Englishmen undertook the responsibility of forming companies for the establishment of a Virginia Colony in the New World and the first charter was granted and signed by King James I on April 10, 1606. [Abbot, William. A Virginia Chronology 1585-1783, p. 2] The position of the Virginia Company in the development of exploration and trade was most important for the Colony as well as for economic conditions in England. [Kingsbury, Susan. Records of the Virginia Company, Washington, 1906-35, Vol. 1, p. 14]  The colony progressed under several increasingly liberal charters which encouraged large numbers of Englishmen to leave the security of their homeland for the hope of a new way of life in the New World. [Wertenbaker, Thomas. The Shaping of Colonial Virginia]

These settlers represented a cross-section of English society from the wealthy to the impoverished, from the scions of great and noble families o the poor street urchins, from the yeomen and artisans to the inexperienced and unskilled. There were, however, qualities and aspirations that all shared, irrespective of their wide range in social and economic strata.  They all came as loyal subjects of their king and respecters of the Crown; they accepted the Church of England's authority unequivocally; and they were fired with the hope of personal gain and the good things of life for themselves and their families.

The early days of the Virginia Company were fraught with unbelieveable misfortune and hardship. The prime objective of the Company had been o earn money for its shareholders through exploration and plantation.  . . .

The year 1612 marked a dramatic change for the better, however for both the economy of the Colony and the government. That year initiated tobacco culture in the Colony and its golden leaf proved to be a lucrative "gold mine" - an acceptable substitute for the metal itself. . . .

Another important date in the history of our country was July 30, 1619. It was on this date that the first elected representative government met in the "quire of the church" in Jamestown, marking a revolutionary and welcome beginning of our present representative government.  Other great changes were the abolition of martial law, the establishment of property ownership and the intensification of economic efforts. With these new freedoms assured many new settlers arrived . . . This was also the year that the first Africans were brought to the colony by a Dutch man-of-war. . . .

With the marriage of Pocahontas, the daughter of the chief of the Powhatans, to John Rolfe in 1614 a peace treaty was signed with the Indians which lasted for almost eight years. This precarious peace, however, was shattered when the Indians attacked English settlements all along both sides of the river, killing about one third of approximately 1200 whites in Virginia. The colonists who survived consolidated their strength and after planting their crops, attacked the Indians with deadly ferocity and thus cleared a wide area of the country of the Indian inhabitants. A great plague followed the Indian massacre and left no more than 300 survivors, despite the fact that as many as 5000 had been brought into the colony within the last three years. [Bruce, Philip. Economic History of Virginia in the Seventeenth Century].  . . .

With the abrogation of the Charter of the Virginia Company (which was formerly known as the Treasurer & Company of Adventurers of the City of London for the First Colony of Virginia), Virginia became a crown colony in June, 1624. A census was taken in January of the following year, showing a total population of 1232. . . . Ten years later the population had doubled to approximately 3,000. . . .

King Charles I confirmed the headright system which had been adopted in 1618 and modified in 1634. This plan had been adopted primarily to increase the population of the colony and proved to be highly successful. The person who financed the transportation of an immigrant received fifty acres for so doing. As the grant itself did not pay the entire cost, the immigrant by a previous agreement became indentured or contracted to work for the specified time for his transportation. At the expiration of his service he was usually given such necessities as tools, clothing and enough grain to sustain him for a year until he could become self-reliant. Persons who paid for their own transportation and that of their families received fifty acres for themselves and each member of their families.  Although the indentured servant did not receive land by the government at the end of his servitude, a substantial number soon became land owners. Thomas J. Wertenbaker concluded in his Planters of Colonial Virginia that both before 1635 and the following two or three decades, thirty to forty percent of landowners in Virginia came to the colony as indentured servants.

The scattered plantations and settlements far from the center of government at Jamestown brought about changes in political divisions which created eight counties. James City County extended on the north side of the river from Skiffe's Creek on the east up the river to Jones' Creek (now Kennon) on the west. James City County on the south side of the river extended from Lawne's Creek on the east to Upper Chippoakes Creek on the west. In 1652 that part of James City became Surry County. . .

Rent Rolls - The Rent Roll of 1704 was an official inventory of Virginia, excluding the Northern Neck, which listed the names of every proprietor with the number of acres in his possession. It was one shilling for every fifty acres, payable in tobacco at the rate of a penny per pound was imposed upon all land when first granted. This was the first accurate one, as earlier ones proved to be very difficult to collect.
