Research Log - Hanover County, Virginia, ver. 2

Hanover County, Virginia was created November 26, 1719 from St. Paul's Parish of New Kent County.  I-295 on the north side of Richmond is a significant portion of the county's southern border. The York River forms the northern boundary between Hanover and Caroline County.  It is the probable crossroads of six families - Meeks, Priddy, Butler, Denny, Henry and Robertson/Robinson.

The St. Paul's Parish register contains the following entries regarding processioning which was an annual review of boundary lines.

1708/09 - Mar. 14 - Returns made to the Vestry of St. Pauls Parish from the Surveyor of the 39 Precincts that the Said Parish was divided into . . . Sept. 24, 1708/09 . . . No. 9 The lands of William Terrel, Cornelius Tinsley, Margery Pate, William Hanes and John Denny lying Adjacent to each Other, being made one Precinct, William Terrel and Cornelius Tinsley were appointed Overseers thereof, and made this return viz: November 20th 1708 According to an Order of Vestry being dated Sepr. 24, 1708 I William Terrel and Cornelius Tinsley have given Notice to John Denny and William Hains and Margery Pate to come, and upon this day to Procession yr. lands; the above said Denny, and Hains Saith they have no Land to Procession of their own and yt. Land they live on, they know not the bounds of it; Margery Pate Saith also She would go round the bounds of her land, but she knew it not.  The above named Terrel & Tinsley met at the time appointed, and processiond our lands according to Order. 1719 - Oct. 10 - At a Vestry held for St. Pauls Parish. No. 1 Orderd into one precinct for Processioning the Land of Wm. Harris, Edwd. Bradley, Capt. Thos. West, Jno. Pettis, James Terry, Lewis Davis, Mr. Munrow, Colo. Walker and Mr. Henry Fox, whereof Mr. Wm. Harris and Edwd. Bradley were overseers, made this return, viz. Febry. 24th 1719 the within Order executed, by me Wm. Harris, Edwd. Bradley being Out of the Country, the parties present were Stephen Pettus, John Hinson, Peter Davis, John Denny, Wm. Pulliam, Jas. Terry, Stephen Terry, Tho. Lane, Chas. Yancey, Wm. Sexton, John Brian, Thos. Preswood.

Note these were Tenants, Hinson to West, Brian to Fox; note that Mr. Geo: Keeling, Chas. Yancey, Wm. Saxon, Jno. Brian, Thos. Preswood, Sam'l. Saxon are all Freeholders in this Precinct, note, that Colo. Walker hath no land in this Precinct.  Wm. Harris.

1708/9, March 14 - No. 27 The lands of James Blackwell Senr. Geo: Turner, Benjn. Buckley, the Widdow Thompson, Gabriel Heath, John Barnet and Amor Viah being made one precinct, of which the said Geo: Turner and Amor Viah were Appointed Overseers who made this return on the Back of the Order (viz.) in Pursuance of an Order of Vestry held for St. Pauls Parish for processioning of Lands We Amor Viah & Geo: Turner in Company with Robt. Thompson, Edwd. Burnet, John Howard and George Jones, have procession'd our lands into one precinct, except the failures hereafter mentioned and also the dividing Lines betwixt each other without any Exceptions: Also James Blackwell Senr. being in Company with us where his land Joind upon part of the Aforesd. land procession'd into one precinct.  These following are the failures, viz. Geo: Turners Land begins upon the main run of Mattadecun creek, thirty Chains below the mouth of a bottom, called the Spring bottom and James Turners late of this county Deceas'd by a late Survey made a Small incroachmt there Also Luke Howard Bought of James Turner late of this county, a parcel of Land for forty Acres, more or less bounding upon Geo: Jones's Line and upon Richd. Butlers line, & upon Mr. Robt. Booths line, ye Said forty acres more or less as Aforesd hath three sides, two thereof we find bu the Line dividing it from the said Booth's Land we cannot Find. but thus far we find, viz. two corner Trees pointing out the line according to Our Judgments.

West, John Howard, Mr. Booths & George Jones being made one precinct Overseers made this return viz, in pursuance of an ordr, of vestry held for St. Pauls Parish in New Kent County, being date the 17th of 7br 1711 we Jas. Blackwell, and Geo: Turner in company with those persons whose names are as followeth; viz: Jas. Blackwell Junr., Robt. Blackwell, Rees Hughes, Thos. Lankford in behalf of Chas. Fleming, John Turner, Thos. Graham, George Jones & John Howard met on ye 26th day of Novr, alst in Order to procession Our Lands, together with the lands of Willm, Pulliam & Benja. Goodman, into one precinct, and proceeded herein as followeth, viz. Beginning at a corner Tree Standing upon the river Bank dividing betwixt John Mask and James Blackwell Junr., John Mask being in our Company so far as his land Joind our precinct, and also the said Mask at the request of Charles Willsford, was with us so far as the said Willfords Land Joind upon our precinct, thence upon a Line dividing James Blackwells and Capt. Nathl West but the said West was not there, yet we gave him timely notice, but there we proceeded on it being an Ancient Line (and well known) Unto a Line dividing Mr. Booths Land and a small parcel of Woodland Sold by James Turner to Luke Howard for forty Acres more or Less, bounded on three sides vizt on Geo: Jones, on Rich'd. Butler & on Robt. Booth's; now Butlers line and Jones's line we find; but Booth's line we find not . . .

1716 - Apr. 3 - Same land processioned with same result.

1720 - Jul. 14 - In Obedience to an order of New Kent Court its Ordered that the precincts, whereof Jere: Parker is Surveyor, be divided into two precincts & that Peter Harrilson be Surveyor of the Lower prec't. beginning at Ash Cake Road, thence up the road to Magirts path, and that he have Michl. Gowing's Male Tithables, Mrs. Mary Anderson's Tithables at the Quarter adjoining to that Geo: Butlers, Henry Tyler's and his own Tithables to Assist him in the Clearing and keeping that road in good order.

1731 - Oct. 29 - No. 12 Order'd into one precinct for Processioning the lands of John Sym, Edwd: Rice, Matthe, John, Edward & George Sims, Thos: Prosser, Alexr. McKenzy Kersey, Henry Tyler, Widd: Archer, Joseph Row, Mansfield Blackgrove, John Crenshaw, George Butler, David Thompson, Mary Anderson, Matthew Sims & Edwd. Rice to see the said processioning perform'ed &c.

1739 - Sep. 11 - No. 23 Ordered into one precinct for processioning the Lands of the Heirs of John Syme Gent Deceas'd, Edwd: Rice, Matthew, John, Edward & George Sims, Thos. Prosser, Alexr, McKenzy Kersey, Henry Tyler, Widdow Archer, Joseph Row, Mansfield Blagrove, John Crenshaw, Geo: Butler, David Thompson, Mary Anderson and that Matthew Sims and Edward Rice see the said processioning perform'd.

1743 - Nov. 18 - No. 23 processioned as above with the same results.

John Henry b. 1704, d. 1773, bur. Mount Brilliant Cemetery, Farrington, VA.  Patrick  Henry's father, he attended King's College of Aberdeen University on scholarship from 1720 to 1724.  By 1727 he had settled in Hanover County.  He married Sarah Winston Syme and they had eleven children.

Hanover County, Virginia was established in 1721. Its area had been a part of New Kent since 1654 when it was taken from York. In 164 when the original shires or counties were formed in this section was known as Charles River. The name being changed to York County 1642/3. In 1704 Saint Paul's Parish (from Saint Peter's) was established in the western portion of New Kent, occupying the same area which a few years later became Hanover. In 1726 the county was separated into two parishes with the creation of Saint Martin's in its western portion. Some of this line extends roughly from the tri-corner of Hanover, Henrico and Goochland, along Stone Horse creek to North Anna thence to the Pamunkey river. This compilation therefore deals with that portion of the county which lies between this line on the west and New Kent county.  Saint Paul's Parish was divided into several military and/or revenue districts, each with a "Commissioner of Taxes" under the Sheriff. After the Revolution, in 1782, the assessment and collection of all taxes were made by the county. The Parish became merely a political subdivision.

The first tax assessment under the Commonwealth was made in 1782 when a polltax was imposed on all free males "above the age of 21," and a personal property tax on the number of studs (and jacks), riding vehicles, slaves of all ages, horses (mares, colts and mules), and cattle.

In 1787 free males "16 to 21" (minors) were added, but in 1805 this group was absorbed as "adults" under the heading "16 and over."

From 1788 to 1815 cattle were excluded. A change of significance during this period was the division of slaves into two groups, those "12 to 16" and "16 and over." In 1815 those "9 to 12" were included in the enumeration. Only the total of all taxable slaves is used here.

In 1815 cattle, along with many new chattels, were added to the list. Especially treated were sawmills, gristmills, dwellings if valued over $500.00, riding vehicles of two and four wheels, such as the gig, carriage, chariot, coachee, phaeton, postchaise and stage wagon, and some items of furniture. Other items were the ice house for private use, silver and gold watches, wooden and metal clocks, curtains, venetian blinds, prins and portraits according to length, plated and sterling silverware, cut glass, etc. Furniture was considered to whether mahogany, ornamental or otherwise.

Licenses were imposed on physicians and surgeons, lawyers according to the court of practice, merchants, operators of public ordinaries, houses of private entertainment, etc.

The "Commissioners of Taxes" or assessors often made identifying notes of taxpayers with the same name, along with other advice. The meaning of many is now obscure.  Called "legends" here, they are retained as an aid to the researcher.

"Long" may have meant the tallest of the same name, and "one thumb" identified another, just as "Senior" and "Junior" may refer only to ages. "Dab" and "Jolly Tar" may have been nicknames. "W of J" would indicate that she was the widow (or wife) of J-.  The initials "SB" very likely meant that he was a "son of B-," but the reverse, "BS" probably indicated "black-smith." "CH" may refer to the taxpayers locale, such as Cold Harbor or Court House. "HCH" doubtless referred to Hanover Court House. Nonresidents were "of" Richmond, New Kent, King William, etc.

The taxpayer, besides his own assessment was charged with the polltax on "minors" and "adults" (as classified here) who were members of his family or household, whether they were named in the list or not. Overseers and other employees were usually included. If no polltax was assessed, the individual owned personal property but was not in a taxable group, a non-resident, or exempt from the levy. Some Revolutionary veterans, others of old age, etc. were excused. "Listed in St. Martin's" resulted when the Parish line was not clearly defined. The list of taxpayers for the two parishes were compared for the purpose of consolidation. 

In the preparation of this material, the object has been to retain intact the originals and to present them in different format, concisely and simply. Notes therefrom, which would stack over eight feet are rendered the thickness of this book. In condensing, when there was little or no change in the enumeration a period of such years were reduced o one entry. As a possible clue to the taxpayer's successor the first and last enumerations were used. Continuity of years was often broken because of omissions from, or loss of original lists. Some years between 1803 and 1815 were eliminated as dispensable.
