Brief Vermont History & Stuff:
Vermont is divided into counties which are in turn divided into townships. Each township is the property of a specific town. This structure was created by early immigrants from Massachusetts where people lived in towns and parceled out the lands surrounding the towns for farming and grazing. Early generations did not live outside the town on farms. Land was given to the 2nd and 3rd generations until all the township lands had been claimed. At this point Massachusetts towns began sending the 3rd and 4th generations west and north into new towns / townships. What is now Vermont was claimed by both Massachusetts and New York until 1776.
In Vermont it is possible that some people lived on farms outside of the towns soon after immigration or that individual farmsteads developed over time as Indian populations disappeared.
Fairfax the town is in Fairfax Township which approximately a 40 mile square and the township is in Franklin County. The county is located in the northwest corner of Vermont and borders Canada.
Migration:
Russell may have been born in the town of Fairfax or on a farm in Franklin County.

By 1812 he was a resident of Richford, VT where he remained until ca. 1829
1830 - ca. 1835 Russell moved his family to Canada. Canada is less that two miles from Richford, VT.
1837 - Russell moved his family to Decatur Co., IN, at least 900 miles possibly farther depending upon the route taken.
1839-1841 - living near Cross Plains, Ripley Co., IN
1841-1872 - Lawrence County, IL
Occupation: farmer; carpenter, Russell is listed among the men who built William Goff's mill in Richford, VT in 1837; trade / manufacture - he may have worked with his son Henry running a carding mill in Indiana.
Military Service:
Russell enlisted Sept. 25, 1813 and served one month and 17 days in Captain Amos Robinson's Company of Col. Dixon's Regiment during the War of 1812.
In November, 1813, a portion of the militia of the third brigade and third division of Vermont militia, under Lieutenant Colonel Luther Dixon, crossed the Lake [Lake Champlain] into New York and put themselves under Hampton's command. But Governor Chittenden, who was opposed to the war in the first place, and who believed that the militia should be employed only within the state 'to suppress insurrections and repel invasions' ordered them to return. But the entire militia was thoroughly disgusted with the Governor's proclamation, and Captain Sanford Gadcomb drew up a reply, signed by all the officers. Nevertheless the miltia returned before their service had expired, and no further notice was taken of the transaction. Without more notable incident the northern campaign of 1813 ended.

On this twenty-sixth day of April 1855 personally appeared before me A.S. Badollet an acting justice of the peace, duly authorized to administer oaths within and for the county and state aforesaid, Russell Lathrop aged 61 years a resident of Lawrence County in the state of Illinois who being duly sworn according to law, declares that he is the identical person who was a private in the Company commanded by Captain Amos Robinson in the third Regiment of Vermont militia commanded by Gen'l Elias Facit [Fasset] in the war with Great Britain declared by the United States on the 18th day of June 1812, that he volunteered at Franklin County Vermont on or about the last of September he thinks, A.D. 1813 for the term of and continued in actual service in said war for the term of about three months and was honorably discharged at Platsburgh, New York on the [blank] day of [blank] A.D. 1813 or 1814 on account of [blank] as will appear by the muster rolls of said Company.
He makes this declaration for the purpose of obtaining the bounty land to which he may be entitled under the act granting additional bounty land to certain officers and soldiers who have been engaged in the military service of the United States, approved March 3, 1855. And refers to his former declaration made under act of 28th September 1850 upon which he obtained a Land Warrant No. 10.131, for forty acres, which he having legally located and disposed of, is not within his power now to return.
He further declares that he has not received a warrant for bounty land under any other act of Congress, nor made any application therefor, than the one above referred to, under act of 28th September 1850 upon which he obtained the said Land Warrant No. 10.131 for forty acres, and the one now presented.

1821 - March 28 - Franklin Co., VT - Russell chosen as guardian for Diana Powell, daughter of Cynthia's brother Bradford. Diana was 15 at the time of her father's death. I doubt that Diana actually lived with Russell & Cynthia as her mother was still living. This was strictly for accounting purposes while the estate was settled and until she became of age.
State of Vermont, Georgia District SS - Be it remembered that at a Court of Probate & for the District of Georgia on the 28th day of March AD 1821 Present the Hon. Seth Witman, Esq'r. Judges.
And now the aforesaid Russell Lathrop Chosen Guardian by Diana Powell Daughter of Bradford Powell of Richard of sd. District Discussed(?) having accepted the Trust of Guardian to the said Diana Powell & given a Bond to the Judge of Probate for said District & to his successors in office with an surety in the final sum of two hundred dollars for the faithfull discharge said trust. Agreeable to the Decree of this Court. Whereupon the Court do hereby Constitute & appoint the said Russell Lathrop to be Guardian to the said Diana Powell untill she shall arrive at the age of eighteen years unless discharged by order of law. And it is ordered & Decreed by the Court that the said Guardian shall make & Exhibit to this Court on or before the last Wednesday in June Next a correct Inventory of the Estate belonging to his said Ward both Real & Personal. And it is furher Decreed by the Court that said Guardian shall once in Each year to commince from this 28th of March 1821 Render an account of the proceeds & expenditures of the Estate of his said Ward to this Court for Settlement & --- if thereto legally Required & it is also Decreed by the Court that a letter of Guardianship Issue to the said Russell Lathrop. I just found your dedpepl site, and it is great! But I also found a discrepancy between our info for Levi's descendants under Hazen D Lathrop. I'm pretty sure those are the children of Hazen Zeno Lathrop and his wife Fannie Biglow. (Shown as Francis in the census records). In my research I came across a man named Russell Ira Lathrop, living in Jefferson, Texas. Hoping to find a connection between George W Lathrop (my gg grandfather) and Russell, I started looking into relatives of Russell Ira Lathrop. His obituary is available online thru rootsweb. If you google "R I Lathrop obituary 1915", you should be able to find it. His siblings match up with the children you have listed on dedpepl for Hazen D. Lathrop, but I'm finding them to be the children of Hazen Z Lathrop. According to the obit, they are:

Ed Lathrop of Portland Oregon

Also take a look at the local newspaper, The Jefferson Jimplecute, October 6, 1911 edition. It talks about Anna Treager and her daughter Elizabeth of Milwaukee, Wisconsin, coming to Jefferson to visit Anna's brother, Russ I Lathrop, and also states she has visited 4 sisters and 3 brothers, names given are Mrs. M J Casey in Wallawalla, Washington, Mrs. George Dickens (Dickson?) of Tacoma, Washington, J. E. Lathrop of Portland, Oregon, Mrs. S. M. Wells of Visalia, California, C H Lathrop and Mrs J T Leeson, both of Abilene, Texas.
Wondering what the D stands for in Hazen D Lathrop. Was his middle name "Dwight" by chance? If so, I think my Lathrops of Jefferson Texas and Asheville NC, may be related to your Lathrops. Let me know what you think. I am very new to doing genealogy, and you are obviously a veteran, so I may be missing something (or I may be downright wrong!). But I did notice that all of Hazen Zeno's children were born in either Indiana or Illinois, so a lot seems to be matching up. Thanks again for all your hard work. I'm finding myself obsessed with tracking down my family roots, and when I find a web site like yours, it is very exciting. I'll keep checking in!

The names along the left margin under Children are the children of Russell & Cynthia (Powell) Lathrop. The people with bullets are the grandchildren of Russell & Cynthia (Powell) Lathrop.
I have listed Hazen D. as the son of Russell & Cynthia (Powell) Lathrop, not Levi. I believe that Levi is Hazen's sibling.

The family is living next door to Erastus Lathrop another son of Russell & Cynthia (Powell) Lathrop.
There is an H.D. Lathrop listed in the U.S. Civil War Draft Registration Records 1863-1865. I rechecked the record tonight and it is clearly H.D. not H.Z. I'm guessing that he is the same person as Hazen above because he was living in Sumner, Lawrence Co., IL, age 40, white, carpenter born in Vermont. Anyway, that's where I got the "D." middle initial. It could possibly be someone else, but I've not got any male H. Lathrop in the county age 40 born in Vermont.

Sumner is a small town where many Lathrops lived. Other reasons I believe Hazen is Russell's son:
Hazen was born in Vermont, lived in Indiana and appears on the census next to Russell's son Erastus. He is following the same migration pattern. Hazen named a son Russell and a daughter Cynthia.
It's probable that Hazen D. is the same person as Hazen Zeno. It's possible that the person recording the military registration misunderstood "Z" and wrote "D."
All Lathrops and Lothrops in the U.S. are related, its just a matter of figuring out how.
