The area that now comprises the state of Indiana was at one time under the jurisdiction of Virginia, when Illinois County was formed in 1778. This geographic designation was followed by the formation of the Northwest Territory in 1787. Indiana Territory was formed by an act of Congress in 1800.
Seven maps have been included to show the genesis of county formations within the present boundaries of the state of Indiana from 1801, when Indiana Territory became a two county territory to 1815, the year preceding Indiana statehood. . . .
The population of Indiana Territory in 1800 was 4875; in 1810 it was 24,520. The 1815 Indiana Territorial Census counted 62,697 people, of which 12,081 were males upwards of 21 years.
Dillon's History quotes Croghan's Journal as an authority on the early population of Indiana Territory. He states that the population of Indiana Territory in 1765 appeared to be 600 to 800 people, of which 80 or 90 families resided in Vincennes, while fourteen families were at Ft. Ouiatenon and nine or ten families were at Twightee Village near Ft. Wayne. From Gen. George Rogers Clark's memoirs we find that Vincennes had a militia composed of about 400 men by the year 1778.  . . .

The majority of the township divisions as given in the lists of this publication do not exist in any similar form today. Very few of the names have even been retained. Where possible a general location in respect to subsequent county formations has been noted. . . . 
One section for Randolph Co., Indiana Territory (now Illinois) has been included with this compilation. Though not within the current Indiana boundaries, the value of this find and its relevance to early Indiana settlers merited its inclusion.

Fords Resignation; and we are frequently much Imposed upon by Boatmen and other persons strageling through our part of the Country and we fear we will be much more Imposed on if we Dont have a Justice appointed amongst us in a short time; we further take the liberty of recommending Samuel Omelveny as the most proper person in our settlement to fill that office; he has Resided here for better then a year and has still beheavd himself as a just uprite Honoust man; we therefore pray your Excelcy would Commistion the sd Omelveny or any other person that you in your wisdom may think proper; wilest we remain with Due Submistion your Excelcy most obediant & Humble servts.   His Excelcy governor Harison - John Wilson, Thomas Wilson Juner, James Wilson.  This Randolph County should not be confused with the current Indiana County of the same name, which was not formed until 10 Jan., 1818 - this is in what became Illinois territory.
Randolph County [Illinois] - A Poll held at the house of Jno. Grovenor in Kaskaskia for to Elect a Member to the General Assembly 13th Aug. 1808 - On Counting the Votes we find that Robert Robinson has thirty votes that Rice Jones has twenty four Majority in favour of Robert Robinson.  We do hereby certify the above to be a true pole held this day in the township of Kaskaskia, attest: J.
