The 1790 census records for some Virgina counties were destroyed during the War of 1812.
My [Augusta Fothergill] effort has been to make use of the first personal property tax lists for those counties then extant in order to supply this deficiency. The lists are not absolutely conclusive since some men did not pay taxes if they were indigent, exempt for physical disabilities or if they held certain political or military offices. However, in some instances we find taht some of the latter paid on some of their personalty.
Ordinarily it would have seemed wiser to have published the tax payers as they occurred in the original lists but in all but ten of the counties they have already been letter grouped by the enumerators so that any value as to neighbors has been destroyed.
Fayette and Lincoln Counties of the present Kentucky have been included, then being in Virginia, but the lists for Jefferson County having been removed to Kentucky could not be included as I am only using those lists in our [Virginia] state archives.
The first tax assessments were ordered to be made in the year 1782 but some of them are nto to be found so they were used for the extant counties, not inlcuded in the first census, at the first date to be found:

With this volume the abstracts of the "Northern Neck Surveys 1722-1781" have been completed. The proprietary land office of the Northern Neck preserved a tremendous volume of material. This series contains abstracts from only one group of these records. The surveys continued to be recorded from 1786 until 1874, creating a collection about twice as large as the 1722 to 1781 group. Among a number of other categories are caveated, defective and forfeited surveys which contain information similar to that in this series.
The grants resulting from the surveys were recorded in 37 volumes (50 books). An index to names of those receiving grants was made on 16,500 file cards by the staff at the Virginia State Library, Archives Division. Grants are available for which no surveys are extant. Surveys exist for which no grants can be found under a recognizable spelling.
In this book three appendices have been included:
- Guy Broadwater's surveys in the New Creek, Warm Springs & Sleepy Creek areas of Old Frederick County.
- Abstracts of copies of wills found in land records of twenty-two Northern Neck residents.
- The Jonathan Clark Notebook, 1786, housed at The Filson CLub in Louisville, Kentucky, describes improvements made on 219 farms on Northern Neck land west of the Blue Ridge.
How to Obtain Copies of the Original Records - The original documents are available for study in the Archives Branch of the Virginia State Library and most can be copied. If a personal visit is impossible, copies may be ordered by mail. The following information should be included.

Abstracts of the Northern Neck Warrants & Surveys Guy Broadwater Surveys 1749 - Guy Broadwater was a surveyor in an area of Frederick County which became Hampshire County in 1754. When he surveyed areas he identifed as New Creek, Sleepy Creek and Warm Springs, he recorded four and five descriptions on each page. He drew all of the plats on two separate pages, identifying each by a lot number. These fifty-eight surveys are in the Northern Neck land record collection at the Virginia State Library in a box labeled Guy Broadwater Surveys.

The Jonathan Clark Notebook, 1786 (Improvements in the Northern Neck) - In 1951-52 a collection entitled the "Clark-Hite Papers" was given to The Filson Club in Louisville, Kentucky by Mrs. John C. Doolan and Mrs. Louise Clark Whitaker. Included with these papers was the Jonathan Clark Notebook relating to Northern Neck land.
From the Jonathan Clark Notebook several clues suggest that commissioners were appointed to describe the improvements made on farms in a portion of the northern Shenandoah Valley. Although it was not stated, Jonathan Clark (1750-1811), older brother of George Rogers and William Clark, was apparently one of the commissioners. In June, July and August of 1786 this group personally visited 219 farms where they wrote the required information in the notebook.
The entries included the names of land owners, tenants, and those from whom the land was acquired; the condition and number of acres under cultivation (not the entire tract); descriptions of the buildings on each tract; and the number of fruit trees in the orchards.

First I give the land whereon I now live to my Friend Richard Bernad in Trust to give unto John Pestridge the natural son of Sarah Pestrige and in case John die without heirs to remain to Wm. The Jonathan Clark Notebook, 1786 (Improvements in the Northern Neck) - In 1951-52 a collection entitled the "Clark-Hite Papers" was given to The Filson Club in Louisville, Kentucky by Mrs. John C. Doolan and Mrs. Louise Clark Whitaker. Included with these papers was the Jonathan Clark Notebook relating to Northern Neck land.
From the Jonathan Clark Notebook several clues suggest that commissioners were appointed to describe the improvements made on farms in a portion of the northern Shenandoah Valley. Although it was not stated, Jonathan Clark (1750-1811), older brother of George Rogers and William Clark, was apparently one of the commissioners. In June, July and August of 1786 this group personally visited 219 farms where they wrote the required information in the notebook.
The entries included the names of land owners, tenants, and those from whom the land was acquired; the condition and number of acres under cultivation (not the entire tract); descriptions of the buildings on each tract; and the number of fruit trees in the orchards.

12 Feb. 1750 Thomas Stribling acted as appraiser of Archibal Hodge estate.
In Name of God Amen I Benja. Duncom [Duncan?] of Saint Pauls Parish County Stafford Planter being sick but of perfect sence make my Last will & Testament revoking any wills by me before made. First I give the land whereon I now live to my Friend Richard Bernad in Trust to give unto John Pestridge the natural son of Sarah Pestrige and in case John die without heirs to remain to Wm. Pestrige another Son of said Sarahs & he should died without heirs or making legal disposition then to the child said Sarah now goes with in the same manner and Sarah Pestridge to have the use of the same as long as she lives single to maintain the said children.
Item I give to my Nephew Thomas Duncom the Gun that was his Fathers.
Item I give the rest of my Estate in Trust to my Friend Richard Bernard to be equally divided between the said Sarah and her children that are now living and the one that she goes with and that the said chattels be kept together for the better maintenance of the children and I do also appoint Sarah Pestrige my Executrix under the direction of my Friend Bernard 6th July 1753.
